Main focus

; Graduates of this master’s programme will have acquired the knowledge and skills to do the following: – Lead and manage public organisations on the basis of principles of strategic government and criteria of efficiency, efficacy and quality in a context of modernisation and change in public institutions. – Assimilate the processes of change in the Spanish public administrations by identifying their transformations, advances, and dysfunctions in order to help optimise their performance. – Apply methodologies of planning, public participation, cooperation, negotiation, communication, and public-sector marketing. – Analyse and assess public policies, innovation, and electronic administration. – Draft, analyse, and audit public financial information: – carry out performance assessment, management, and public/private collaboration. – Evaluate the quality of public services and their sustainability.

Competences

Students that have completed the second cycle have the following competencies: – Have demonstrated knowledge and understanding that is founded upon a basis or opportunity for originality in developing and/or applying ideas, often within a research context. – Can apply their acquired knowledge and understanding, and problem solving abilities in new or unfamiliar environments within broader (or multidisciplinary) contexts related to their field of study. – Have the ability to integrate knowledge and handle complexity, and formulate judgments with incomplete or limited information, but that include reflecting on social and ethical responsibilities linked to the application of their knowledge and judgments. – Can communicate their conclusions, and the knowledge and rationale underpinning these, to specialist and non-specialist audiences clearly and unambiguously. – Have the learning skills to allow them to continue to study in a manner that may be largely self-directed or autonomous.

Access to this Master’s degree programme is granted to students who meet one of the following requirements: – Hold a Spanish official university degree of Licenciado or Graduado (Bachelor’s Degree) in the field of Social Sciences and Law, or hold an equivalent degree from other education systems. – Have civil servant status in the Public Administration technical bodies. – Hold a high position in the public administration and comply with the requirements to access Master’s degree programmes, in accordance with Royal Decree 861/2010.
